The following are the duties of this position at the GS-12 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
The Analyst is responsible for coordinating and collecting data in determining the method used to identify the impact of the data on the Judgment Fund work processes.
The Analyst researches, analyzes and documents all data relevant to complex Judgment Fund processes. This documentation provides the necessary data used in the publishing of revised Treasury Financial Manual regulations.
Analyze cases for irregularities and determines right of entitlement in accordance with established procedures. Must be able to take the initiative in the development of new procedures in complex cases.
Analyze all cases for the Judgment Fund for amounts from $10.00 to more than $1billion, at each step in the payment certification process to determine the proper course of action.
The Analyst is responsible for developing and collecting data for administrative reports and case citations for Federal agencies, state government and private entities. The Analyst initiates requests for documentation from the Federal Courts, agencies, and bureaus, which may be needed to substantiate a denial of payment via the Judgment Fund accounts or should be paid via the agency’s appropriation against which the claim was initially made.

Specialized experience: For the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is:
Evaluating and analyzing claims to determine appropriateness for payment; AND
Researching, analyzing, and documenting data relevant to claims processes; AND
Experience developing new procedures, regulations, and/ or operating policies and identification of business needs or system requirements; AND
Leading projects and/or assignments to meet established deadlines.
For the GS-11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position is:
Evaluating and analyzing claims submitted determine appropriateness for payment; AND
Researching, analyzing, and documenting data relevant to claims processes; AND
Assisting in the development of new procedures, regulations, operating policies and identification of business needs or system requirements
OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related
OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks. For the GS-11, you must have been at the GS-9 level for 52 weeks.
Factors such as cost effectiveness, labor market conditions and difficulties in filling the position will be reviewed in determining if payment of relocation expenses is in the best interest of the Government.

CONDITIONS OF EMPLOYMENT:
